CITY OF SAN FERNANDO — Former municipal and first city mayor of this city Dr. Rey Aquino lamented over the untimely death of Local Government Secretary Jesse Robredo, saying he died too soon for the country.
\nRobredo died in a plane crash off Masbate last August 18.

\n\u201cHe could have done more in terms of promoting good governance and, given a few years more, could have dramatically changed local governance as he envisioned it,\u201d said Aquino, who described the late Cabinet member as a good friend and textmate.

\nAquino recalled that Robredo was a member of the board of judges when San Fernando won for the first time its Galing-Pook Award in 1997.
\n\u201cThe award was a validation of what we\u2019re doing at the time to improve local government systems and operations, and the fact that Robredo was one of those who voted for us to get the award meant a lot personally to me,\u201d he said.
\nAquino said that Robredo had since become a friend.
\n\u201cWhen I was appointed at PhilHealth in 2008, he called me up to discuss how our agencies could work together to expand PhilHealth benefits through the LGUs (local government units),\u201d he said.
\nAquino said Robredo set a high standard for local governance and served as a living inspiration to many local officials.
\n\u201cIn a way, he also helped inspire us to pursue a better status for San Fernando, and part of that was transforming it into a city in 2000,\u201d Aquino said.
\nHe said Robredo deserves the outpouring of sadness and a sense of loss from his countrymen.
\n\u201cHe represents the best in us, and his passing is really a huge loss for the nation,\u201d he said.
