CEBU CITY — A plan to privatize Cebu\u2019s largest government hospital has drawn opposition from the province\u2019s top officials, although the Provincial Board deferred taking a position in order to study the proposal more thoroughly.
\n\u201cIf it ain\u2019t broke, why fix it?\u201d quipped Cebu Governor Gwendolyn Garcia, referring to the Vicente Sotto Memorial Medical Center (VSMMC).
\nThe VSMMC, which the Department of Health runs, is one of 26 hospitals nationwide whose turnover to the private sector is being considered.
\nThe Provincial Board (PB), in its regular session Monday, deferred a resolution opposing the proposal. They want a copy of the bill before they consider whether or not to pass their resolution, said Vice Governor Agnes Magpale, the presiding officer.
\nShe said most of the province\u2019s legislators, including PB committee on health chair Sergio Restauro, are against the privatization move.
\nInterviewed separately, the governor said that if the VSMMC were to be privatized, Cebu \u201cwould lose a public regional hospital that is now so well-managed and efficiently run, and that is an important point.\u201d
\nShe pointed out the hospital has become capable of procedures like heart bypass surgery, at a fraction of what private hospital would charge.
\n\u201cI speak for and in behalf of our constituents that are now enjoying the top-level services of Vicente Sotto, at a fraction of the price that they would otherwise have paid had they gone to a private hospital,\u201d the governor said in a press conference.
\nBacolod City Representative Anthony Golez and Negros Occidental Representative Alfredo Mara\u00f1on III are the principal authors of House Bill 6099.
\nRepresentative Benhur Salimbangon (Cebu Province, fourth district) earlier said he will lobby before the Senate to reject the bill. He was a member of the committee on health in the Lower House, but was outvoted during the deliberation of the bill last week.
\nAt the PB session on Monday, Restauro sponsored a resolution opposing the bill, but the board deferred it until they examine the details of the proposal.
\nThough privatization might improve the quality of service in these hospitals, both Restauro and PB Member Thadeo Ouano shared the observation that the poor might lose access to the hospital\u2019s services.
\nOuano said the PB needs to study the advantages privatization might confer.
\nPB Member Ian Zambo requested his colleagues to defer approving or rejecting the resolution \u201cuntil we get a copy of the proposed law.\u201d
\nPB Member Julian Daan asked what would happen to the aid the hospital receives, like equipment or shares of the congressional Priority Development Assistance Funds, if it is operated by the private sector.
\nAnother matter that will need to be ironed out is what would happen to donated buildings or facilities, the governor said.
\nThe Cebu Court of First Instance cooperative, one of the biggest cooperatives of government employees in the Visayas, has, for example, donated a 20-bedroom building to the VSMMC.
\nThe governor said the VSMMC has made a complete turn-around and it \u201chas been serving as a regional hospital that addresses the needs not just of Cebu but the entire region.\u201d
